1922 Industrial Survey of Joe Stewart

"At present, Joe Stewart is employed at the Agency as an assistant in the engineering department. He is a very good employee when working for someone else. He lives here, which gives his children a good chance to attend public school. His son, Frank, probably 25 yrs. old, has been pretending to live on the farm and to cultivate it. He did fairly well last year. This year he put in considerable crop, but never irrigated it and did not harvest it. When I visited his place in the summer and criticized his indifference, he assured me that he always had some money in his pocket and did not think there was any danger of starving but the place is a disgrace to the community, and being right on the main public road, confirms the common impression among white people that the Indian won't work. Joe has not done much better at farming, himself, but he does very well when working for someone who tells him every morning what to do. These people have a better education than the average, but they are not better farmers and do not show much interest in the improvement of their place. I doubt if there is any particular remedy except for them to get hungry with no income in sight except what they produce by their labor. Then, I think they will make better use of their land."
